Major Concerns with the Proposed 2026 NCGOP Plan of Organization
SILENCING DELEGATES
The proposed Plan makes it dramatically harder for delegates to amend the Plan of Organization, Platform, Resolutions, and Rules from the convention floor.
• Advance notice required
• 2/3 vote required just to consider an amendment
• No more amendment-by-mail process
• Committee members retain greater flexibility than delegates

MORE POWER FOR PARTY INSIDERS
Current language requires County and State Chairs to act with the "advice and consent" of executive committees.
The proposed Plan removes this language, concentrating more authority in the hands of individual party chairs.

LOCAL CONTROL WEAKENED
The proposed Plan expands appointment authority and allows greater top-down control over precinct organization.
Precincts should choose their own leadership whenever possible—not have leadership selected for them.

CENSURE RESTRICTIONS
The proposed Plan would significantly limit the ability of Republican committees to issue censures.
Under this language:
• Some committees would lose the ability to censure elected officials whose actions affect the entire state
• Candidates who have filed for office could not be censured
• Future censures similar to the Tillis Censure may not be possible

FAVORING INCUMBENTS
The proposed Plan removes primary challengers from certain party positions while allowing incumbents to remain.
This creates an uneven playing field during contested Republican primaries.
